The current licence
The GCGRA licensee register lists Island 3 AMI FZ-LLC, doing business as Wynn Al Marjan, under land-based gaming facilities. Wynn announced on 4 October 2024 that the developing entity had received the UAE's first Commercial Gaming Facility Operator licence, which made the resort the first licensed casino project in the GCC.
A licence does not mean the doors are open

The current GCGRA register lists Coin Technology Projects LLC under both internet gaming and sports wagering. It doesn't display a consumer trading name or domain beside that entity, so no brand should be attached to the licence without an official published match.

Each activity needs its own category
A land-based facility licence ties to a physical venue and named operator, while an internet gaming licence covers a digital service, and sports wagering is listed separately in the register. A category doesn't carry over to another activity just because the same company or group operates in several markets.
Local approvals remain part of the picture
The published framework pairs GCGRA licensing with the local approvals required for an activity or facility. A property announcement or tourism development report doesn't, on its own, establish that a gaming venue is already operating.

The market changed in three years
GCGRA was established in September 2023, The Game LLC received the UAE Lottery licence in July 2024, and Wynn announced its facility licence in October 2024. The register now also names an internet gaming and sports wagering entity, which is why a page written before the authority existed can't describe the August 2026 market.

A civil law change does not repeal criminal provisions
The new federal Civil Transactions Law took effect on 1 June 2026 and replaced the previous civil code. That civil law change doesn't itself repeal Articles 460 to 463 of the Crimes and Penalties Law, so the two instruments shouldn't be treated as interchangeable.

A GCGRA statement dated 9 December 2024 says Big Ticket and Dubai Duty Free are long-running airport lotteries authorised to continue under its supervision. That pre-existing activity arrangement differs from the sole lottery operating licence awarded to The Game LLC.
